Significant changes to Ontario’s Landlord and Tenant Board (LTB) and the Residential Tenancies Act took effect on September 21, 2026, under Bill 60 (Fighting Delays, Building Faster Act, 2025) and Bill 97 (Helping Homebuyers, Protecting Tenants Act, 2023).
The government says the changes are meant to reduce backlogs at the LTB, speed up dispute resolution, and “restore balance and rebuild confidence” in the rental housing market.
Key changes effective September 21, 2026
- N4 notice period for unpaid rent: The minimum notice period for an N4 (Notice to End a Tenancy Early for Non-payment of Rent) given on or after September 21, 2026, has been reduced from 14 days to 7 days, speeding up the timeline for landlords to file with the LTB. This change does not apply to housing co-operatives.
- Rent arrears hearings (L1 applications): Tenants must now pay at least 50% of the claimed rent arrears at least 7 days before the hearing in order to raise other issues, such as maintenance problems or tenant rights concerns.
- Persistent late payment: There are now clearer rules for persistent late rent, for example rent received more than 7 days late at least three times within a six-month period.
- N12 personal-use evictions: A new compensation exception may apply to qualifying landlord personal-use N12 notices where at least 120 days’ notice is given and specific statutory requirements are met. It doesn’t apply when a buyer needs the unit.
- Moving in after an N12: The landlord, or the family member who needs the unit, must normally move in within 60 days of the termination date on the notice. If they don’t, the LTB presumes the notice was given in bad faith if the former tenant applies.
- N13 renovation and demolition notices: Updated requirements apply when tenants exercise their right of first refusal after renovations, including mandatory status updates and 60 days to move back in if the tenant said in writing that they intend to return.
- T5 bad-faith applications after renovations: For a tenant who said in writing that they want to move back in after renovations, the deadline to file a T5 application (Landlord Gave Notice of Termination in Bad Faith) is now two years after the tenant moves out, or six months after the renovations are finished, whichever is later.
- Requests to review an LTB order: Since the July 1, 2026 changes, the deadline to request a review of an LTB decision is 15 days, down from 30.
